Lilu Fenshi?

So I got Lilu Fenshi (much to my friend's dismay) today and I was wondering what I should do with her. Her ammo is very, VERY low on her melee (second melee weapon I've noticed that actually has ammo!) and she doesn't have a great ranged weapon either, mainly being used for stun I believe.
So since her lack of LND traits caught me off guard quite a bit (I expected her to be another OP LND spammer, to be honest) I need your help. What exactly do I do with her? What weapon? Since she has a free weapon slot. Since she's still Lv0 right now, her weapon is currently Sweets Fork. But what should I do with her? And do I Tune TEC or STR?
I've already read the other posts on Lilu but I was a little confused. So please spell it out for me, if you wouldn't mind.

  I am confused as to why you're confused
her am's 3 ammo melee means if you land full combo on a target and you have enough hp loss (cause for me the effect don't activate unless i have at least 100 hp missing), the last hit of combo will heal you 100 hp and consume 1 ammo.
she is a right click spammer by default, period
her ammo is to keep opponents stunlocked in 1v1 and prevent them from getting away

Because her crippling Capa didn't really leave for much more melee. And I know that with ammo that low, it'll probably be often that I need a weapon without ammo (e.g. a regular melee).

no ammo = no heal, weapon still works

Ah, thanks for clearing that up. I guess I didn't fully understand it. Sorry, my mistake there.

Melee is STR based if that's why you asked the stat tuning question
