I don't think Stun Regain with such low tgh is neccesary Neutral

iirc, Stun Regain gain HP equals to TGH
That mean 9 HP for each stun >.>
You must have mistook it for Tough Runner

A better retort would be stun regain not working with such low HP.

I really like Pawnger, one of those pure UC builds that just works. IMO you need more HP and less Wlk, then switch Blast Guard to Stun Regain. Use parts with more fly in order to tune High Run Alpha instead of regular High Run. Handy Bazooka is pretty lackluster but there aren't many other UC options. You don't really need G rapid because you should be trying to get in as close as possible. You might even try doing +speed -range tunes if you find yourself running out of ammo consistently.

Yeah it's pretty slot heavy but the Accel Saber BS, Handy Bazooka, Silver Headphones, and Mach Knight HD2 are all UC gara things so it should be too bad.
