Start by tmaking him mobile and tuning walk (I'm pretty sure he gets shortboost/quickland) then give him some type of weapon such as a handy bazooka, make him small as possible, and then try to make STR/TEC somewhat balanced 15 STR 15 TEC would be a good number probably.

Not even. Slow is a completely deadly feature. You can shutdown any rushing melees with ease, and create chokepoints on narrow areas.

Sigmas can be quite useful in certain scenarios, much like any other bot, but are especially lethal in Defensive Epoch battles, doubly so if any Nicoles are also in the area!

I still haven't seen many Sigmas being used though...still rare, I suppose?

Sigma Clocks are good bots to use - it's just that most of the CB population don't know how to use him effectively. I've yet to see a good sigma clock player.

Yep. That's probably the only thing bad about sigma. You can't go wrong with integrated weapon arms though, winberrl seems to work at a decent level.

Oh, it seems that the more you use Sigma clocks (by spamming the clocks in front of the enemies) the more others will be tempted to bring theirs out.

I have like 20. I'm sure it's more people just don't want to use bots that they have to try with. Yes, I'm quite sure that's what it is.

Also, I heard the "Late Clock" status also increases the enemy's INT (decreases firing speed). Is this true?

Yeah, Late Clock worsens the firing rate, and seems to slow down the bullet also, according to CBWiki.
