Maybe you're just trying to take a different approach than I think you are, but with Sigma Clock you should prioritize survivability and more or less disregard tec.
・Higher tec won't make your debuff last longer.
・
Lower tec will make your wonder bit last longer.
・Sacrificing tec allows you to tune a lot more WLK and HP.
That considered, carts are pretty much always the same for clock builds.
・Sword Guard - The primary thing you're going to be dealing with that you can't get away from is melees. A Late Clock'd Axer probably wouldn't kill you through Sword Guard even if you stood in front of him and let him beat you up.
・Broad Radar - It helps a LOT to know where to put your clocks.
・Boost Run - For both escaping and to getting to chokepoints, etc. quickly to set up clocks before opponents get there.
・Short Boost - General movement/evasiveness and for jump-throwing clocks.
Though I wouldn't normally encourage "build-stealing", Sigma Clock builds in Japan are pretty much all identical, so searching for one would give you a good idea of what to do.
