i feel that the biggest problem with artillery is that the majority of old anti-air weapons were partial shell, which is why the blast guard cart is 50% damage reduction - because against 40:60 bazookas that 50% reduction is really only a 30% reduction, which is about the same as the other guard carts. The pure blast weapons were actually lower force and relied on their bonus damage to carry them to huge numbers, making hits on unguarded targets not hugely damaging anyway. Now we pure blast weapons with massive force and it feels like that 50% reduction is basically mandatory because without it you'll just be taking 40+ damage from artillery hits on lands which is the same as some beam weapons do.

I feel that there should be an innate resistance system in place, and then guard carts should add on to that. This can also be a good chance to bring the other guard carts up a notch. For example:
Lands have innate 20% blast damage resistance. Blast guard cart adds another 30%, for a 50% damage reduction from blast damage with the cart for lands only.
Airs have innate 15% melee damage reduction. Sword guard gives 20% more. 35% total on airs.(Current sword guard is 30% reduction.)
Artillery have 15% beam damage reduction. Beam guard cart adds 15% more. 30% total(up from 25 current.)

You may have noticed that you will get less benefit from taking "same-type" resistance carts(blast on artillery, beam on air, sword on land, etc) This is intentional on my part.
You should be looking to kill what your unit is best at killing. Melees should be hunting artillery, not taking sword guard and chasing after other melee. They still can, but a change to the guard cart system will make it so that the situation of "i took sword guard and you took blast guard" is a smaller advantage, without being completely negated. Also to make blast guard not be "the one true guard cart" on artillery so they can't ignore each other's damage, keeping lower force, pure blast damage artillery more relevant against other artillery - there's a fair number of arts that aren't used simply because they lack a heavy shell component needed to nuke lands.

edit: support types are harder to handle. I feel like just saying "they get all the innate bonuses" is kind of silly, so it may be best to say they just have better guard carts(same values as current.)

just random thoughts on game design.
