to actually answer the question, I can safely say no. dual SDC's will shit on his stats. neither will have enough speed to actually hit, and overall it'll be fairly bad. Using cheaper weapons with a core such as Pacifar/Air Raider/Tonitrus will yeild better results 10 out of 10 times

I'm not even going to read this topic, just comment based on the title:
That charge time on his core weapon is longer than you stay in the air with MB in the first place.

Core weapon has charge time.
