If I recall correctly:
Lobby: 20-25 FPS; 1 FPS (probably actually less) when looking in what I believe is the direction of the sun (regardless of whether the sun is visible or blocked by terrain).
In-game: 16-20 (?) FPS; about 5 FPS when looking in the direction of the sun.
All settings on the lowest values (including resolution), Intel Pentium D 3.00 GHz, NVIDIA GeForce 7200GS, 2 GB of RAM.

Forcing OpenGL 4.0 would be bad for compatibility; for instance, my graphics card only supports up to around OpenGL 2.1. As an MMO (and a company with a not so great track record), I don't think it'd be a good idea to make it impossible for some lower-spec computers to play the game, since that'd unnecessarily limit the people that could play.
If they could make it an option, that'd probably be worth it. It'd also probably be good if they could manage to make the game use more than one CPU and GPU core.
