My shietty building skills made luto with 36str/36 walk and high capa tune with drive thats like 1500cost lelelelelle

if it's below orange(38/1) it's not fast enough. For a unit like luto I'd aim for red(38/10) to be effective.

luto doesn't need to max str because the point of her is to isolate a single target and use her combo mechanic to stunlock them to death. Due to slot issues you will have problems optimizing stats to have both mobility and str. 38/1 is the standard on most melee. If you want to actually run them down, you will need red tier. Boost run artillery that aim for red tier are comparable to orange tier lands, so to actually catch and surprise them(again, luto is about isolating a target and killing with her stunlock mechanic) you'd want red tier.

Luto is not going to be the kind of melee to run into the middle of the enemy team and kill whoever she wants. That's simply not what she does.

Back when I played my Luto I only had 15 Str and still got swordmaster a lot.

can she still stunlock what with the gw implementation? she used to be able to stnluck before gw just like momi but now it not possibility

luto does GV stun on her melee cancel. Before she could combo, stop before last hit to get the cancel upstun, and then recombo as many times as she wants. Now she can only do this once, since the first hit upstuns. She now has to do combo -> stop before last hit -> full combo and then look for a another opening. the two linked combos will still do a large amount of damage even without maxed str because her combo is pretty long.
