Harrier Accel and illu G questions

I got Harrier Accel and illu G in a roll just before maint.....

Nao on to the questions, the game compared Harrier to flapjack but w/o long moving burst and insta 40 fly is it worth tuning it as a alphag or use it like a smaller(more expensive) innitonne with reboost.
If alphag also can I ask ye folks how many EIWs should I take and what weps should I equip. Also, is it worth sacrificing fly for 40 tec?
