The main problem is your weapon's SPEED and then ammo SIZE, when you are shooting at a moving target, you need these two things to hit, your aim maybe perfect but if the SPEED is slow, the target move out before the ammo arrive, and with larger ammo sized weapon, simply easier to hit.

So, the answer is choose some weapons like bazooka that have a large ammo, and TUNE the speed of the weapon.

Yes, I am talking about how to aim.
Last time a wild Eve appeared in the Arena, and I can't even deal a shot to her - and I'm using a Lily Rain with two Handy Bazookas.
(Okay, I know that Eve is an AIR-type ZERO and Lily is of course no match, but my point is over 300 of my bazooka shells missed)

An untuned Lily? Sure, no match. I suppose things wouldn't be so one-sided if you did the very minimal amount of customization required to be competitive at the arena, though. We're not talking about Kagura-tier unbalance when it comes down to Eve.

That aside, as the other weapon suggestions given to you in the previous page show, yes, it comes down to how fast the bullet travels and how big said bullet is. Dia's SDC, for instance, is an weapon with a naturally huge projectile size that was  tunned with G.Rapid.

Vanilla Zook's shots are big, but awfully slow, which is probably why you couldn't land any hits at all. Personally, I think any 2x G.Rapid + Ammo tunned Handy Zook makes for a decent, low-cost weapon.

2xG-Rapid BETA tune on Handy Bazooka will be reliable, I use(d) 3xG-Rapid BETA.
I must say if you are RT-less, you are very limited, full tuning a handy bazooka maybe already a hard thing for you.
And for S size ART, your best weapon will be handy bazooka other than GARA weapons, Titan is for L size ART.
If you GARA and get 1-2 high to top class robo, it surely change your life in CB, think about it.

Roll for Handy or Mini Zooks in Super UC Gara.
If you get Box Missiles, keep for your ARTS.
Get a Destructor CN, slap a pair on it. Best if you can get Misside AMs.

In battle, estimate and adjust your aim according to projectile speed VS enemy flying speed. It's freaking hard, but needed for fagairs.

Don't even bother with Titan Bazooka. Large Bazooka is superior in every way.

For Large Bazooka, tune any one of the following:

• Great Rapid Beta, High Airforce, Paralyze (130 ammo, 325 speed, 280 range)
  
• Great Rapid Alpha, High Airforce, Paralyze (130 ammo, 325 speed, 280 range - same as above)
  
• Great Rapid Beta, High Shooter, Paralyze (117 ammo, 325 speed, 308 range)
  
• Great Rapid Alpha, High Airforce, Paralyze (143 ammo, 325 speed, 252 range)
  

Personally, I like GRB + High Shooter + Paralyze, myself.

If you can't fit Paralyze on your build, you can substitute in a Force tune variant.

So how do I get a 3-slotted weapon?
Should I be really lucky or should I try really, really hard?
(the only 3-slotted weapon I have is a single Handy Bazooka, the rest are all 2-slotted or lesser)

I tried...
But there's only 2-slotted weapons in every Bazaar I look (are the stall owners a little too selfish?)
And for the UC Garas... (well, my luck in UC Garas is the same as that in the Rt Garas - zero luck)

My way of shooting AIRs is to use an AIR myself and do a dogfight, or at least a fast ARTs with weapons that has fast bullets, with LNDs and SUPs (that sounded kinda cool, I think), I use a handgun to hunt (at least I don't have a dog laughing at me everytime I missed, which is quite a lot)

In the end, to deal with AIRs, my best bets are to get in close range, to have a persistent homing weapon, or to use maximum force on the ones once their wings gets tired

When it's AIR vs. AIR I tend to use melee weapons in the air to bring the fight to the ground then wrestle the opponent there, as for LND vs. AIR, it's a chase battle, where I try luring my opponent into my teammates then circle around and try to land some damage or chase them back once they retreat to lure them again, as for ART vs. AIR, I tend to rely on psyguns like my nii-chan
