De-tune to 38 FLY. 40 FLY is useless and 38 FLY is the same speed, while saving you 5/10/15 capacity depending on the tunes you did.

As Astral's said, 40 fly is un-neccesary. Otherwise, she's extremely spacious interms of capacity, so feel free to insert 1-2 weapon or Revenge tunes. I'd suggest Clearance.

As for remaining carts, Broad Radar feels neccisary if she has it, and possibly something such as Shortboost.

Honestly I don't understand the infatuation with saving 1 str just for prop bits. The amount of capacity you have to spend extra to keep your 1 str far outweights the tiny extra flight time you get from your horribly imbalanced wonderbit.

You can get 30 tec without dropping str to 0. And wb is always useful.

Most wonderbits are weak and with today´s weapons being AoE they break easier
i´d rather do negative str and use that capa for x2 clearance
rather than doing normal high tunes and keeping wb

Should be able to get 38FLY and 39TEC with plenty of capacity to spare, if you didn't get that, then you're doing it wrong.

Pretty sure koicalc's values for them are completely screwed up, so I'd blame it on that.
