I think it means by "No.1 Garapon", it'll be the "Best Garapon"? Can't really tell much from how broken Google Translate is.
the kanji "号" usually refers to something being a "version" kind of why you sometimes have some animes going 何々三号機を使え!... or something like that. if you were saying something like "number one" like "the best," you would most likely use, "一番" instead.
