How can I install cosmicbreak in windows 7?

How can I install cosmicbreak in windows 7 (blocked : unknown publisher)?

after downloading the installer the system tells me that it is blocked because of an unknown publisher...

i turned off my firewall and my anti-virus programs but still i can't open the installer.. >.<

Get 7-zip or winrar.
Open the installer like any other archive and extract all contents to some folder.
Run cosmicbreak.exe
