The blade itself does melee, but it's slash waves are blast based. It's decent against airs, cause it's quick and tracks fairly well, quick enough to sorta stunlock ARTs but the blast waves will likely hit for crap on them. Durp grade if used against lands thanks to the fact they may be packing both blast and sword guard.
If you want to do air melee, but don't have frau legs...this may be a good choice. I screwed around with it for a match or two and did alright, just make sure you have a gun for what you don't whack around. Anti-air melee is silly, but fun. It's arguably crap on lands, since what you'll be gunning for (ARTs) will have some resistance against your damage, as well as opposing lands. Better choices for land melee wise, but it's a nice choice for airs.
It's good but not stupid broken, so it's not popular. Combo is 4 attacks, same if flying or grounded.
