What robot is able to get most cost?
And do you need tuneups to be able to use 4 heavy weapons? and some arm weapons? Thx for answer.

That... is hard to answer, depending on the cartridge given. Most S class which starts as low cost bot tends to have ALOT of free cost after Cost Cart upgrade, unlike the higher tier ones.

You don't really need tuneups, but having Cost Capacity Tune Up would give you a bigger option of putting 4 heavy weapons. Though the tune up usually asks for hundreds of materials which even the current STAR rankers don't even have enough.

Mighty Byne has the highest potential cost at 1745 (after taking all capacity carts and tuning three Great Capacity tunes on the LG).

Tuneups have nothing to do with weapon selection, unless you're tuning capacity (which I very highly recommend against).
