Stigma clock

Is is good? If so any builds?

He tosses a slow field that is longer range than tarantulic, he's annoying derpity derp to those rushing spamguards and various other annoying lands, quite long-lasting too. Downside is that it's the most visible thing on the battlefield.

I use and love stigma.

Make it into a small hopper using a handy bazooka or some other weapon and just throw clocks when you can/ enemy is near. It works pretty good in epoch as a hall monitor since even if they see the effect there's not really any room to avoid it.
Your going to want to tune it for walk/fly though since even after slowing them down, most lands are still fast enough to catch you which can be annoying when your in a 1v1 situation.
