Constant 30 Frame Rate

I'm having problems with the framerate in my game.

whenever I'm not in a battle and in a lobby, I always have a 30-40 FPS no matter how many robots may be on the screen (none or more then dozens). When I'm in a battle, my framerate deteriorates to a measly 20-30FPS, whether there be a lot of action or very minimal.

I don't have this kind of problem with any other games, just Cosmic Break

I know for a fact that this game can be played smoother, I've seen it on another computer with much smoother framerate then mine, yet that computer's hardware is lower then mine. My computer may be a bit old but by no means ancient. The basics are, I run on Windows XP SP3, have 2 GB of ram, my graphics card is Radeon HD 4830 with the latest video driver i believe (catalyst control 10.5). If anymore information is required from my computer to expand on the possible problems, please just ask and i'll provide.
I've tried tweaking with the ingame settings but they didn't change anything at all. I tried running the game with nothing else in the background but it's still the same.

If anyone has any idea what it could be please help.

It's probably because of the server; the CB team did said that there has been heavy server lag during peak hours (which I forgot what time is it)

Lag has nothing to do with my frame rate bro. Frame rate is how smooth it runs on my computer, lag is how smooth the connection between the server and computer is. So like i said, my framerate is low and it isn't lag.

well if you know the difference between lag and FPS you probably dont need any of our help. At the moment i havnt heard of any issues like that.
