1) No. Tech is a straight damage ratio. It does nothing else at all.

i slapped on a limited plasama gun on my crim with 25 tec and my other crim with 5 tech


with help of hyper circle i saw crim with tech of 25 has a more stream lined compare to a 5 tech crim the plasma balls where all over the place

Spread=the scatter of spray weapons like shotguns, what you saw was your aiming improved (also TEC)

is breaker useful?
it says +25% main weapon damage but it doesnt add force

iirc, it's poorly translated and actually adds +25% chance to break parts.
