Well,I've seen an awful lot of them in Arena,so I assume I can get him for free...If it's,how can I get him?

The drop rate on them is supposedly pretty low. I bought the two ballers I use from the bazaar, so I wouldn't have to waste my potential arena time running missions over and over again trying to get them.

How to semi-properly Cannonballer DR:
Get a bare minimum of 33 WLK (40 is best). He is not affected by FLY. High TEC is good. Tough Runner and Blast/Sword guard is good.
Also you can get him from Bazaar from others, or from the Mission he's featured in.

I'd say the drop rates around 10-30% but doing it can also get you free acc's
