TEC doesn't increase rifle's damage, the what does it increase

Do I need Sniper Sight, Stealth, and Broad Radar?

Do the EIW increase the rifle's ammo only?

I have shop Rinka Lynx 3 slot
I have no idea how to tune her

Or waht weapon should I put on her.
