Does the mission beach survival really drop kingyo-chan?

If so, what's the approximate rate? :>

It really does drop Kingyo-chan, I got a Yellow one in my first try, the guy that was doing the mission with me got it at the second run. Though I have heard of people that got it after +20 tries and another that spent 6 hours on it.
