Method 1) Finding a picture already the appropriate size.
This is easy, go to google, search the image you're looking for and then specify the size.

Method 2) If you want a specific picture, but cannot find it in a smaller size. (With photoshop)
First, open your desired image.
Under Image, select Image Size

Set the width as 24 and press okay.

For gimp, otherwise known as Photoshop's retarded younger brother:
Open your picture.
Under the menu Image, press Scale Image.

Enter 24x23 and press scale.

And save it.
On a note only somewhat related, I would say "Oh, just do this in Paint". But that won't work, as it will be pixelated. GIMP is a free program, provided by the GNU project and although I'm not condoning piracy (as I have a legal copy of photoshop), photoshop can't be that hard to find.
