Long Flag BSJ Changed Request Provided Picture

Edited my post to change my request. I tried following a guide step by step up to a certain point where i got confused and unfortunately it didnt go to detail but basically I was supposed to edit the 3 primary row colors to specific colors and i had no idea how to change the rgb in the skin polygon editor. If its possible someone can help me out with making this image into the long flag bsj image? Would really appreciate it.
