CBJP possible weekly community event: Fight Club

As some of you may know, My buddy in WIZ Beretta no Ryou(ベレッタの良) Hosts a huge team fight on sunday 1 PM server time.(That's 9 PM English server time). No holds barred, anything goes. Just deploy with whatever. No hard feelings even if it's win or loss. The problem is:
1) People are taking too much time garaging or chatting.
2) We tried to bring in someone who didn't know how the menus worked at all(and always ended up in Observer mode save for the one time he made it but we had to enlarge the room and thus left)

The idea of Fight Club is a speedy slugout, quick break for unwind, then back in the fight again. we don't set time limits because people might be fully overhauling a unit into another setup when the timer hits 0.(And for many players this involves digging through some 50 something parts for each location entry.)

Any ideas on how to help the new guys get on the go-line faster?

EDIT: Because really, do we need a "Guide" on how to join team fights properly?

1) We can set a time limit in between breaks(not like 120 seconds, maybe a much more lenient time). Long enough for someone to do his business in the bathroom while short enough to keep the flow.
2) Was that guy new to CB? Because if one at least has played CBUS, he should know at least have an idea of which button does what.
3) Also, we should probably avoid ourselves from bumping people into the fountain. I know I'm at fault for that, but it might kinda force people to stay in the garage just so bumpers phase through them.
4) New guys(or at least people unfamiliar with how buttons work even though they've played CBUS and thus should know the button locations and what they do) should just wait in the fountain and await further instructions from either KBT or someone who's used to joining Team Fights(and can speak English).

See, the case with Silver was that he was completely new. And there were like 6 of us telling him what to do(all the same instructions)
