The shop railguns have fucked up auto-targetting so no.

that's because you have to aim it yourself. There is no auto aim on those guns.

Shop Railguns are a little harder to aim, its like firing a Beam/Negatron rifle, with a bit of charging beforehand.

It takes a while to get used to, especially for Long Range.

I tend to hit mid-close range targets more often with my Linear Cannon.
