I believe this is a firewall issue.
If you have an anti-virus, turn it off or add the program to windows firewall allow list.
EDIT: It could also be a router's firewall.
And on a side note, what router do you own? (If you're having this problem)

Same trouble, i turn off everything: patch fix, reinstall twice, add program to allowance of usage, turn off all firewalls, im not using a router, i run the game as administrator on safe mode and normal mode and nothing happens. Im pretty depressed right now TT____TT
