Aim for 31 34 or 38 fly.

Since you're already so close to 38:

Change a Life and Tec tune into a Ranger tune.
That gives you one more slot.
Then turn a Life tune into a Boost tune. And tune Boost in that extra slot.

I don't think Wonder Rate Up is all that great. Maybe Tough Wonder Bit would be okay. But maybe you should drop those for other carts, like Blast Guard.

I'd drop both tough wb and wonder rate
and get air loop
