Does anyone know where I can get this Gothic Punk Resha skin?

I saw Sayaka19 (if you are Sayaka19 and do not wish to be referenced here, just let me know either here or in-game) using this absolutely awesome Gothic Punk Resha skin and I was wondering where I could get it, assuming it's been released. I know that some skins are made for personal use and not for distributing but it's worth a shot.
