Developed by Kadokawa (So, most likely it's getting an anime) Kancolle is an highly RNG based game. With all the popularity, merchandise, fanart and doujinshi it has gained lately, some say it's the new Touhou.

I tried installing the SoftEther VPN Client thing but its in Jap even when my system locale's in English. I can't even find the option to change language...

This game gave me shit when I tried signing up yesterday SO I GUESS I GOTTA TRY AGAIN TODAY.

I hate with every fiber and being in my body signing up for JP games. Dumb shit always happens.

The devs seem to like her a lot too, since she's the best Destroyer in game.

Tenryuu has nothing special, but not like we play for the stats anyway.

Why can't I build ships when the icon at the top left of the screen's at 0? Also how to make it not be 0?

Those are development materials, required to craft items and build ships. You can get more from expeditions and quests.
