Considering it's 711 range/855 speed with Long Range buff, it's pretty brutal.

Moreso when you have 2x Wardus HD and get 10 long range buffs.

But yeah, Wardus Order HD is better on a TEC-based robot. I recently saw this guy with an Albatreos equipped with Wardus HD2, apparently to make a really heavy missile-spam.

Also I happened to notice that Wardus Order's STR is significantly lower than normal Wardus's STR, and his BS and AM are not as good for Melee bots. So with the exception of the HD, normal Wardus is better.
