Did you finish Union wars Legion Order Level 6? If not then finish it for the Thanks Ticket. There are some Kagura build Topic in "Gameplay Questions/Discussions" section. Check it. Before that you should test it yourself which path you want to use. I think this >> Topic will help you to understand her paths.
