They did not state that accounts had to be of that level. It would mean discrimination against the true players who have started playing due to the newcomer changes.

Show a screenshot (or link), stating that change, or till then it's meant for ALL accounts. Mains and alts Happy Dracken

The point of raising to rank 11 is to be able to Bazaar the cubes to your main account, not as a pre-requisite to get the cubes.
