WIZ - Overpopulated, bloated with terrible players.
DOS - Underpopulated, lacks skilled players and faction performs poorly due to those factors.
BRD - Average.

Ideally, new players should start joining DOS to even things out.

I actually joined Wiz because it took a bit before the first reply came. The game is really fun. I may get some RT points and get some stuff but I kill fine with my current set up. Joined the Victorique clan and am enjoying the company of the members.
