So...quick question, which boss gives the steel wheels as a reward?

Judging by my >500, I'd say all of them.

Unless I'm thinking of Screw Bolts...

I've been running Berz all day and all it's given is screw bolts and some other point type tune parts.

I also would like to know how much force is on EVE's cannon.

Screws is 1* reward, wheels are 2* reward, feathers and ammonites are 3*.

Charge 1 is 80% shell damage
Charge 2 is 100% shell damage
Charge 3 is 140%(?) shell and 10%(?) bonus blast damage

I don't know the exact numbers but this should give you a good breakdown.

Charge 3 is 133% shell 45% blast. The other two are correct.

can't trade em in for points

same for miracle ammomite (not like im gonna need capa tunes)

I only have 25 steel wheels...I need them for something special.

They're used for the HP/Stat tunes such as Tank and Sentinel if I recall correctly. Not really something you would tune in a serious planning but it does has its merits. You can throw a High Tank on a Viper Shield and it will save you quite a lot of other materials, provided you can cover the extra cost

You can actually get them from the UC Gara too if I'm not mistaken.

I'm not using them for those, maybe I'll show it on here if everything goes smoothly. Hopefuly it isn't an oldsack idea.
I like being original. And no...you cannot get them from UC gara...sadly. It's all fine though, 2* Haku seems to be giving me loads of them.
