Umm... scrap him and give the parts to something else.
He has worse stats than a normal cross raptor but has a beam tackle which I won't recommend using.
If you really want to play him, you have relatively high FLY to begin with so just slap on 2 wide beam guns or some beam gun and a mini zook. The arms have a kind of shield on it but well, avoid getting hit since crossraptors don't have that much hp
