So I was in the ground area, i went to my garage, and when i went out, i was underground the ground area. Im literally swimming under the area. There are also parts that i fell all the way down and then respawned where i was before falling, but i was still under the area. Is it a glitch?

Yep, it's a glitch, wait for a friend to come online and teleport to them, if you dont have friends, then join a party and port to one of the members, or do some quests, you'll respawn :3
