I'm assuming you at least will equip an empty Greed Weapon on the beer hand, so that you can at least transform to get access to the tackle?
As for HP vs. TEC, you don't really have the slots to actually get more TEC there, really. You have 5 Beast Tunes, which you could at best reduce to 2 High Powers and a Beast, which lets you fit in 2 High Tecs, for all of 4 TEC gain in exchange for 60 HP. Maybe more if that's a slotted AoH or equivalent but that'd cost the other Beast and possibly the Eagle leaving you with even less HP for only 1-2 additional TEC.
Keep in mind, you're also at a strange position where you're at 20/22 STR/TEC with a pretty good bit. You won't hit as hard as a 40 TEC Pomf bot, but between better aerial potential, the blast tackle, and a more universally useful bit, it's a functional enough build. I'd keep the HP if you don't plan to all-out on capacity tuning.
