What exactly does it do? I know normal Powerless makes melee attacks have no range, but I don't see any changes in gameplay when under the beta version.

It decreases melee damage.

It removes the stun just like regular Powerless does, but instead of slowing you when you use subweapons, it just makes them do less damage.
