the build you suggest is shit. I'm not asking you to prove anything, I'm just going to tell you, you can do better. Simply by putting a second steel burn arm on there you will noticably increase your damage output and overall effectiveness.

why are you bringing up this build anyway
what point does it serve other than to demonstrate your lack on creativity and inability to function without the means to disable anything that could shoot back, even if taking those parts greatly hampers your damage output.

you want a good alpha air? look at what wata runs. I know you're in the chat with him, I'm sure he's mentioned it. That's a real build. Gay as fuck, actually retarded...and it doesn't have any of the "no fighting back" parts that people like you seem to love.

I find enjoyment in murdering artillery. If I dislike something, I kill it. The reason I play this game instead of the shitty mobas my friends play is that here I can spend my time killing things I don't like and not having to worry about anything else.

There are a few things bothering me about her:

I capa tuned because I couldn't find a way to get 40/38 and 600HP, I was always missing either 1 TEC or 5 HP, I completely forgot I could just great success a core tune and get over it, yet, now that I capa tuned I have that 5 leftover capacity which is a huge no.
I don't use Broad Radar after the first ten seconds of the match because I'm always on the frontlines, harrassing crowds or attempting to.

I would need a regret campaign to fix her, but whatever, she's usable. I tuned her before rolling Tulip and Shana with the free tickets because I wanted an Air that wasn't Akane.

It really depends on what your bot is going to do. Ranged fighters usually get away with 400+ HP. i can't think of anything I'm frequently using with less than 400 HP. I love swapping EX-tuned handhelds.
