I looked around the web for about a half of an hour.. and couldn't find anything really helpful. It seems that many people have had that error while trying to play several games.. and most of them never solved their problem.
Some people said that it could be caused by a corrupted file. You could try deleting Cosmic Break and reinstalling it. I would do that first, just to rule out a corrupted file in your installation.
Some people said that it could be caused by a virus or malware in your computer. It wouldn't hurt to run your antivirus software for a scan.
Some people said that it could be caused by graphics card driver. If you know how to update your graphics card driver, that might work.
Some people said that it could also be a corrupted file inside of your Windows installation. They recommended opening System Restore and restoring Windows to a date that your program still worked. (It's usually found in Accessories ->System Tools -> System Restore)
Some people said that it could be caused by a corrupted registry entry. You could try downloading Ccleaner, (it's actually one of the first things that I download onto computers when I reinstall OSs.) That program has a registry cleaner.
Sorry that I couldn't be any more helpful than that.. but that error is really generic and it doesn't give much information about what is causing it.
