The only thing that shop Leon can do, unless you got the gara version as well, is the haste+CV ability.

His attacks need him to transform, which the shop version can't because he doesn't have the device to transform. So, unless you have the gara version, you won't be using his attacks.

If you don't have the gara version, he's not worth buying.
