I realize it may be more work than anyone really wants to do for just making skins, but digging into code for these kinds of things has always intrigued me.

Teh *.cs2 files should by all rights just be a specification database mixed with an archive file, but I've not really gotten to dig into it to see if maybe something in the sucker can be changed. Do any programs like reshack or other resource extracting tools get the files into readable formats?

As far as I know, a .cs2 file contains both the skin file and the polygon data (for the HD part).
I think you should first go look for a software that can open both.
