You can 16tgh with more HP with better part choices, but whatever, not that TGH matters all that much for air these days, autoplay arts will wreck you one way or the other.
Oh and you really don't need that High Air Force, but nothing wrong with a bit of luxury when you've already hit 40/38 I suppose.
Dunno why it's "NEVER GOING TO HAPPEN", I used to build with a minimalistic mindset once upon a time, but after awhile you start to realize that it's GO BIG OR GO HOME, rather go for broke from the start instead of regretting it further down the line.
No tune-set is impossible: Try shuffling the tune positionings around, make the lower chance tunes more doable by placing them further forward whilst higher chance tunes back; make it a long term project. Hell, 5 of your chosen parts are actually UC so you can easily just brute force them without Rt harmonics, you can easily achieve a moderate fly/tec (both in 30s) by simply doing that.
