I'm an amateur programmer, here are some links you might find useful.

You can always learn python. Download version 2.7.1, don't download version 3 and above. Python is an open source easy to learn programming language.

Alternatively you can Download version 2.6.6 and install pygame, so you can work with graphics and images.

And last of all, if you want the program to be executed on any Windows computer, you have to "compile" the code. Which is basically, turning the code into an application. You need to use py2exe for this.
